DAME BILLIE ANTOINETTE MILLER, DA, BCH, is the daughter of Freddie and Mildred Miller. Her father was a distinguished parliamentarian, serving in the House of Assembly from 1948 to ‘66 and holding ministerial posts in Health and Social Services.

Billie, as she is known to all 270,000 Bajans, was educated at Queen’s College. She then proceeded to King’s College, Durham, and on to the Council of Legal Education in England. She was called to the English Bar in 1968, and a year later to the Bar in Barbados.

Between 1969 and 76 she served as a practising Barrister and Attorney-at-Law, specializing in Family Law.

It was in 1976 that her genetic endowment and her personal convictions blossomed into political action, and a colourful political career began. Like National Hero the Right Excellent Samuel Jackman Prescod, who created history as the first MP for the City and the first MP of obvious colour, she created history as the first female representative of the City and only the second female MP, when she was elected MP for the City of Bridgetown in a by-election. And she continues to create history almost daily.

She has held several ministerial posts and was the first woman in Cabinet. She served as Deputy Leader of the Opposition from 1993 to ‘94 and in 1994, when the Barbados Labour Party returned to power, she became Deputy Prime Minister, Minister of Foreign Affairs, Foreign Trade and International Business, and Leader of the House.

On May the 21st, this year, she was re-elected MP for the City of Bridgetown for the sixth time, and retained her portfolio as Minister of Foreign Affairs.

Dame Billie Miller has been an accomplished parliamentarian, statesman and lawyer. She has been a champion of the women of Barbados, the people of Bridgetown and the City itself, promoting its 375th anniversary. And she has received many major awards, including the Queen’s Silver Jubilee Medal in 1977 and the Barbados Centennial Honour.

She is President of several international Committees, including the Executive Committee of the Commonwealth Parliamentary Association, and is the first and only female Chairman since it was established in 1911.

The Accolade of Dame of St. Andrew is being conferred in recognition of her distinguihsed career and her outstanding contribution to Barbados, international organisations and politics.
